A government of Cambodia is developing all department to help people poverty DARE was established in October 24, 2008 to prevent Such as a Separation. As a non-profit and non-Partisan, non-political Association, DARE has participation with membership of Network BNSD, NGO alliance, NGO Forum, NEP, CNCBN, Best,CCC, NAND, and received training from network BNSD, NAND,CCSP,CCC,Asia foundation and has participation meting world bank,  based authority, EU, ADHOC, ASEAN.
